If you’re coming to Canada through International Experience Canada (IEC), arranging medical insurance is more than a precaution. It is one of the requirements you need to meet when entering Canada and activating your work permit.

Your IEC insurance must remain valid for the entire period you plan to stay in Canada and cover medical care, hospitalization, and repatriation.

If your coverage ends earlier, the consequences can extend beyond simply being uninsured.

What Does IEC Insurance Need to Cover?

IRCC requires IEC participants to have health insurance covering:

– medical care;
– hospitalization; and
– repatriation.

Repatriation includes expenses associated with returning you to your home country following a serious illness, injury, or death.

In addition to the core IEC requirements, many policies also include benefits for ambulance services, diagnostic tests and X-rays, prescription medications related to a covered emergency, emergency dental treatment, certain paramedical services, and the rental or purchase of medical equipment. Coverage varies by insurer and plan, so it is important to review the policy wording and benefit limits before you travel.

Your policy should cover the full period you intend to remain in Canada.

IRCC currently recommends purchasing one policy for the entire duration. If that isn’t possible, it also states that two consecutive policies can be used, provided together they cover your full stay.

 

What Happens If Your Insurance Is Too Short?

This is where the length of your policy becomes particularly important.

Suppose you are eligible for a two-year IEC work permit but arrive in Canada with insurance valid for only six months.

A border services officer may issue your work permit with an expiry date matching the end of your insurance policy rather than the full period for which you would otherwise be eligible.

That can significantly shorten the amount of time you’re allowed to work and travel in Canada.

 

Can You Extend the Work Permit After Buying More Insurance?

This is the part IEC participants should be particularly careful about.

If your work permit was shortened because your insurance did not cover your entire intended stay, IRCC says you cannot later extend the permit simply by extending or purchasing additional insurance.

In other words, arriving with six months of insurance and planning to “buy the rest later” can have consequences that cannot simply be fixed once you’re already in Canada.

That’s why the length of your insurance should be decided before you activate your IEC work permit.

 

Is Provincial Health Insurance Enough?

No.

Some IEC participants may eventually qualify for provincial healthcare depending on the province, their employment situation, and other eligibility requirements.

However, provincial health insurance does not satisfy the IEC requirement by itself because it generally does not include the required repatriation coverage. IRCC specifically notes that having a provincial health card is not enough for IEC purposes.

You therefore shouldn’t assume that qualifying for provincial healthcare removes the need to meet the IEC insurance requirements.

 

When Should You Buy IEC Insurance?

IRCC recommends waiting until you have received your Port of Entry (POE) Letter of Introduction before purchasing your insurance.

Once you know when you plan to travel, your policy should be arranged to cover the full intended period of your stay.

Before purchasing, check both the policy dates and the benefits carefully. A policy being marketed as “travel insurance” does not automatically mean it satisfies IEC requirements.

 

What Should You Bring When Entering Canada?

You should have proof of your health insurance available when you arrive.

A border services officer may ask to see it before issuing your IEC work permit. Your documents should clearly demonstrate that your insurance covers the required benefits and remains valid for the duration of your intended stay.

Insufficient insurance can result in a shortened work permit and may even lead to refusal of entry.
